There are so Many workers/Native tools within SQL server having different responsibilities...
- SQL Server Agent is responsible to run scheduled jobs and send notification.
- Configuration Manager to change default settings and restart services.
- SQL profiler to capture ongoing internal activities.
- SSMS for GUI and Query Analyser.
Additionally,
We can use windows Performance Monitor to find any performance issues Impacting SQL Server.

For those who prefer to use query analyser, SQL agent services can be restarted from there as well..
